About the Role
The Business Planning Analyst plays a key role in managing and streamlining contingent worker budgets, approvals, contracts, and agency relationships to ensure strategic alignment with organizational goals. This position is central to managing resource planning activities, with a focus on ensuring efficient and cost-effective workforce planning during each half-year planning cycle.

Enterprise Solutions enables the success of retailers, partners, and their customers through Instacart solutions. We bring together all the retailer-facing teams who help our retailers buy, launch, operate, manage, enhance, and maintain their Instacart Enterprise Platform products. The Operations & Planning team’s mission is to enable and unlock the Enterprise Solutions Organization’s potential to scale, to grow, and to accomplish. It is our prerogative to help the teams work on the business, so that they can work in the business.
This role reports to the Manager of Operations & Planning. This new team member will collaborate with all the teams within Enterprise Solutions as well as all the teams that Enterprise Solutions coordinates with and the Agencies that we work with who help us with resourcing and tooling.
About the Job
Contingent Workforce Management:
- Oversee the contingent worker budget, ensuring adherence to financial and operational goals.
- Manage approvals for contingent worker requests and assignments.
- Develop and maintain contracts in collaboration with legal and procurement teams.
- Foster and maintain partnerships with staffing agencies, regularly evaluating vendor performance and service quality.
Budget Oversight:
- Monitor and track contingent workforce spending.
- Provide detailed budget analysis and forecasts tied to workforce planning.
- Identify opportunities to optimize cost efficiency and minimize budget variances.
- Work with Strategic Finance to stay in alignment with our goals and adjust based on the changing influx of work throughout the year.
Resource Planning:
- Own and manage biannual resource planning cycles, including the collection, review, and alignment of workforce requirements with teams.
- Collaborate with leadership, Strategic Finance, and other stakeholders to develop accurate resource plans and reports.
- Present recommendations and solutions to solve forecasted shortfalls or surpluses in workforce capacity.
Process Improvement:
- Identify and propose improvements to workforce management processes, including approval workflows, vendor management, and reporting practices.
- Stay informed on industry trends and best practices to incorporate into the organization’s planning efforts.
Stakeholder Collaboration:
- Act as the liaison between internal teams (Finance, Accounting, Procurement, Enterprise Solutions) and external agencies for all contingent workforce-related matters.
- Provide insightful analysis and recommendations to leadership and stakeholders to aid decision-making.
About You
Minimum Qualifications
- 2-3 years of experience in business planning, workforce management, or a similar role.
- Proven experience working with contingent workers, budgeting, or vendor management.
- Strong analytical skills with the ability to interpret and present data effectively.
- Excellent organizational and project management skills to handle multiple priorities.
- Exceptional communication and collaboration abilities to interact with diverse stakeholders.
Preferred Qualifications
- Knowledge of contract negotiation and management.
- Familiarity with budget planning cycles within large organizations.
- Proficiency in relevant tools such as Google Sheets, Monday.com, Jira, or Salesforce.

This role is remote and the base pay range for a successful candidate is dependent on their permanent work location. Please review our Flex First remote work policy here.
